Justin Bieber is like a giggling teenage girl as he shares his excitement about Instagram’s new video capabilities.  TMZ posted this video of the shirtless teen and questioned whether Bieber was high or definitely high?

No judgement on my part……with Vine and Instagram the kids are always sharing something silly.  But TMZ could be correct as Justin’s track record hasn’t been so squeaky clean since his break up with Selena Gomez.
